India's chairmanship for this cycle carries a formal theme: “Building for Resilience, Innovation, Cooperation, and Sustainability,” paired with a people-centric framing India has called “Humanity First.” It's a fitting backdrop to the welcome note's own five priorities — the theme is, in effect, the institutional language for the same ambition the welcome note states more personally.

A bloc that no longer looks like it did a decade ago

BRICS began as a shorthand for five large emerging economies. It doesn't look like that anymore. The grouping has expanded, its agenda has broadened, and the countries walking into Bharat Mandapam this week represent a far more diverse mix of economic priorities, energy strategies, and development stages than the founding members ever did. That's precisely why the welcome note's language — moving “beyond dialogue to meaningful action” — lands as more than a nice turn of phrase. A bigger table makes consensus harder to reach and easier to talk around. The ambition on display this week is to resist that drift.

Innovation and technology as the connective tissue

Notice that innovation and technology are named first among the summit's priorities. That's not incidental. For a grouping spanning economies at very different points in their industrial and digital journeys, technology cooperation is one of the few areas where collaboration can be genuinely additive rather than zero-sum — a research partnership, a shared standard, or a joint venture doesn't cost one country what it gives another. It's the kind of cooperation that can move fastest precisely because it's the least politically loaded.

Entrepreneurship: the harder, slower work

Entrepreneurship is a different kind of commitment. It doesn't get built in a communiqué — it gets built through capital flows, regulatory alignment, and the unglamorous work of making it easier for a founder in one BRICS economy to raise money, hire talent, or sell into another. If this summit is serious about “connecting ideas with opportunity,” as the welcome note frames it, entrepreneurship is the priority most likely to be judged not by what's said in New Delhi this week, but by what's still moving a year from now.

Health and sustainability, named together for a reason

It's worth noting that health and sustainability appear side by side in the welcome note, and that pairing feels deliberate. Both are areas where the costs of inaction fall disproportionately on the very countries BRICS represents — and where the fruits of joint action, from pandemic preparedness to climate resilience, don't respect borders. “Innovation with measurable human impact,” the note's phrase, is a useful yardstick here: it's an implicit acknowledgment that innovation for its own sake isn't the point. The point is whether it reaches people.

Inclusive growth as the summit's unifying idea

Underlying all four of the above is the fifth priority: inclusive economic development. It's the thread that ties the others together, and it's also the hardest to measure in the space of a two-day summit. Growth that reaches beyond capital cities and industrial hubs, that includes small businesses and not just conglomerates, that shows up in wages and not just GDP — that's a generational project, not a summit agenda item. But naming it explicitly, as IDC India Innovation Development Council’s 's welcome does, at least puts it on the record as the standard the summit wants to be held to.

Welcome to Bharat

There's something fitting about India hosting this particular conversation. A country navigating its own scale — vast, diverse, still building — occupies a rare vantage point from which to convene others doing the same. Whether the partnerships forged this week move, as hoped, from dialogue into action is a question only the months ahead can answer. For now, the welcome stands as it was written: warm, ambitious, and pointed squarely at outcomes. Welcome to Bharat. Here's to a productive and memorable BRICS 2026.

On behalf of IDC India Innovation Development Council’s, we warmly welcome you to New Delhi for the 18th BRICS Summit.
