New Delhi, India — IDC India (Innovation Development Council) today outlined the continued development of Cosminnox, its national startup incubation and acceleration ecosystem, designed to give founders across India — including those in Tier-2 and Tier-3 districts — a structured, verifiable pathway from early idea to funded, scaled enterprise.
What Cosminnox Is
Cosminnox is a founder-development ecosystem operating under IDC India, a body focused on innovation, entrepreneurship, and skills development. Rather than functioning as a single incubator or training program, Cosminnox is built as connective infrastructure: it brings founder education, milestone-based credibility scoring, corporate and government-linked pilot opportunities, and pathways to capital together under one coordinated system.
Its core proposition is verification. A founder who progresses through Cosminnox does not simply complete a course — they build a documented, milestone-based execution record that can be shared with investors, corporate partners, and institutions, reducing the time and uncertainty each of those stakeholders currently spends assessing early-stage founders independently.
What We Are Building
● MET (Management, Entrepreneurship and Technology) — structured cohort programs with a Builder Track for engineering and technology students and a Founder Track for early-stage entrepreneurs, taking participants from idea validation through to pilot-readiness.
● A founder credibility record — a continuously updated, milestone-based profile that captures a founder's progress, traction, and readiness in a form investors and partners can rely on.
● A corporate and institutional innovation channel — structured engagement with Global Capability Centres (GCCs), corporates, and government innovation programs, matching verified founders to real problem statements and pilot opportunities.
● A capital-readiness pathway — preparing founders for engagement with investors and credit-facilitation channels once they have demonstrated verified milestones.
● A national facility and district network — connecting founders to technology labs, incubation centres, and local ecosystem partners beyond the metro cities where startup infrastructure has traditionally concentrated.
Vision
“Cosminnox exists to make India’s founder talent visible, verifiable, and investable — wherever in the country it originates.”

The long-term vision is for Cosminnox to become a trusted, national reference point — a place where a founder's demonstrated progress is understood and respected consistently, regardless of which city, college, or network they come from.
Mission
To give founders across India — particularly outside the five or six cities where startup activity is currently concentrated — structured development support, a credible track record, and direct access to the capital, corporate partners, and infrastructure they need to build viable enterprises.
Goals We Are Working Toward
● Extending structured founder development programs to a substantial and growing number of districts across India, with particular attention to Tier-2 and Tier-3 regions currently underserved by existing incubation infrastructure.
● Building a large, verified base of founder and startup profiles that investors, corporates, and government programs can reference with confidence.
● Increasing the rate at which founders in the Cosminnox ecosystem secure funding, corporate pilots, or meaningful employment outcomes.
● Strengthening links between academic institutions, industry, and the founder ecosystem, so that student talent and enterprise research have a clearer route to real-world application.
Who We Work With
● Academic institutions and researchers — as sources of talent, applied research, and program delivery partners, and as recipients of structured pathways connecting coursework to enterprise outcomes.
● Corporates and Global Capability Centres — as partners in structured innovation challenges, pilot programs, and talent engagement with founders and student teams.
● Investors — as recipients of pre-assessed, milestone-verified founder and startup profiles that reduce early diligence effort.
● Government bodies and public programs — as aligned partners in extending entrepreneurship, skilling, and innovation infrastructure to underserved districts, consistent with national startup and skilling missions.
● NGOs and civil-society organisations — as partners in reaching aspirational and underrepresented founder populations, including women entrepreneurs and first-generation founders in smaller towns.
